Medicare Savings Program Renewal in New Jersey
Renewals Happen Every Year
Medicare Savings Programs in New Jersey require annual recertification. The state mails a renewal packet about 120 days before your parent's coverage period expires. Inside: a form, instructions, and a checklist of documents to submit.
The return deadline is 30 days from the notice date. Missing it doesn't immediately end coverage — the state attempts ex parte renewals using electronic data matches with SSA and wage databases — but relying on the automated check is risky. If the match fails and no renewal form is on file, coverage terminates.
What the Renewal Asks For
The renewal re-verifies the same eligibility factors as the initial application:
- Current gross income: Social Security award letter showing the new benefit amount (including any COLA increase), pension statements, and any other income sources
- Current liquid assets: 30–60 days of bank statements for all accounts where the applicant's SSN appears (for QMB, SLMB, and QI; not needed for PAAD or Senior Gold)
- Residency: Updated address if it changed
Annual Social Security COLAs take effect in January. Federal law protects MSP recipients during the transition: COLA increases are disregarded for eligibility until updated Federal Poverty Levels are published, typically in late February or March. A January COLA bump will not trigger a denial on a renewal processed in January or February.
If the Renewal Is Denied
A denial notice must arrive at least 10 days before coverage ends. The notice must state the specific reason — excess income, excess assets, missing documentation — and cite the regulatory authority.
Your parent has 20 days from the notice date to request a fair hearing. The key tactical move: file the appeal before the coverage termination date (within the 10-day advance notice window). This triggers "aid continuing," which keeps benefits active throughout the appeal process.
If the appeal is filed after the termination date, coverage stops during the hearing. Getting it reinstated requires winning the hearing and waiting for the state to reprocess the buy-in.

Fair Hearing Process
Appeals go to the New Jersey Office of Administrative Law, where an Administrative Law Judge conducts a formal hearing. The judge issues an initial decision, then the Director of DMAHS reviews it and issues the final agency decision. Further appeal goes to the Appellate Division of the Superior Court.
Your parent can represent themselves or get free legal help from Legal Services of New Jersey (LSNJ) at 1-888-LSNJ-LAW. LSNJ handles MSP denials regularly and knows the administrative code.
PAAD and Senior Gold Renewals
PAAD and Senior Gold cards are issued for one or two years. Renewal packets arrive about four months before expiration. Submit at least 45 days before the card expires. Denied? The appeal deadline is 20 days from the notice date, filed with the DoAS Appeals Unit.
Keeping Track
The biggest risk is a renewal packet that gets lost in the mail or buried in a stack of papers. Set a calendar reminder for 120 days before each coverage period ends, and again at 90 days. If no packet has arrived by 90 days out, call 1-800-792-9745 to request one.
