Med-QUEST Office Locations on Every Hawaii Island
Oahu Offices
Oahu has three Med-QUEST service locations. Most Medicare Savings Program applications from Oahu residents go through the Honolulu Service Center.

Big Island (Hawaii Island) Offices
The Big Island is served by two offices — one on each side of the island.
East Hawaii (Hilo) — 1404 Kilauea Avenue, Hilo, HI 96720. Phone: (808) 933-0339. Fax: (808) 933-0344.

For residents outside Hilo and Kona, confirm with Med-QUEST which office handles the case before mailing or faxing an application.

Filing Tips for Neighbor Island Residents
Neighbor island residents face longer mail transit times and fewer walk-in options. Three strategies to avoid delays:
Fax instead of mail. Every office accepts faxed applications. Keep the successful fax transmission report, then follow up to confirm the office received the documents; mailed documents can take longer to arrive.
Use the KOLEA portal. The online application at medical.mybenefits.hawaii.gov works identically from any island. You can upload supporting documents during the application and track the case status without calling. This eliminates the postal lag entirely.
Call the toll-free line for status updates. Med-QUEST customer service at 1-800-316-8005 handles calls from all islands. When calling from a neighbor island, identify your island and the office handling your case — calls are sometimes routed to centralized Oahu staff who may need to transfer you.
For families where an adult child on the mainland is managing the application remotely, filing through KOLEA or faxing to the correct island office avoids the double postal delay of mailing from the mainland to Hawaii and then between islands.
Our Hawaii Medicare Savings Programs & Extra Help Guide includes the complete office directory with mailing addresses, a walkthrough of the KOLEA online portal, and a submission tracker that logs what you sent, where you sent it, and when to follow up.
