MassHealth Enrollment Center Near Me: How to Apply for Medicare Savings in Person

Not everyone wants to apply for Medicare cost help online or by mail. If your parent needs face-to-face guidance, Massachusetts has three networks of local offices that provide free, in-person assistance with Medicare Savings Program applications.

MassHealth Enrollment Centers

These are the state-operated offices that process applications, review documentation, and issue eligibility decisions. There are five locations across the state:

  • Charlestown (the Central Processing Unit — handles mail and fax submissions statewide)
  • Quincy
  • Taunton
  • Worcester
  • Springfield

Walk-in assistance and scheduled appointments are available at each center. Bring your parent's Medicare card, Social Security statement, and proof of income (last month's pension or Social Security deposit, for example). Because Massachusetts eliminated the MSP asset test, no bank statements are needed.

For the Charlestown center, applications can also be mailed to PO Box 290794, Charlestown, MA 02129-0214 or faxed to (617) 887-8799. Phone applications are handled at 1-800-841-2900.

Aging Services Access Points (ASAPs) and Area Agencies on Aging

If none of the five MassHealth centers are nearby — and for many families in western Massachusetts, the Cape, or the islands, they are not — the Aging Services Access Points are the local alternative.

ASAPs are regional nonprofit agencies contracted by the Commonwealth to coordinate elder services. Every town in Massachusetts is served by an ASAP. They provide direct assistance with Medicare Savings Program applications, connect families with home care services, and make referrals across benefit programs.

Find your local ASAP through the MassOptions helpline: 1-800-243-4636. This is the statewide entry point — an operator identifies your parent's town and connects you to the regional ASAP that serves that area.

Councils on Aging (COAs)

Every city and town in Massachusetts has a municipal Council on Aging, typically housed in the local senior center. COAs offer walk-in help with benefit applications and host periodic SHINE counseling sessions.

SHINE counselors — certified by the Executive Office of Aging & Independence — provide free, confidential guidance on Medicare, Medicare Savings Programs, Extra Help, and Prescription Advantage. They can pre-screen your parent for eligibility, help complete the MHBI application form, and explain what happens after approval.

SHINE sessions fill up quickly during fall open enrollment (October through December), but Medicare Savings Program applications can be filed any time of year. Call your local senior center to schedule an appointment outside the enrollment rush.

Which Office Handles What

The offices serve different roles in the process:

MassHealth Enrollment Centers make the eligibility decision. They review applications, verify income data, and issue the Notice of Decision.

ASAPs and COAs help you prepare and file the application. They do not make eligibility determinations, but they catch common errors — wrong form, missing Medicare claim number, income miscalculation — before the application reaches MassHealth.

SHINE counselors (available at COAs and ASAPs) advise on which programs fit your parent's situation and help with Part D plan comparisons. They do not process applications but can walk through every line of the form.

If your parent needs help applying but cannot get to an office, a family member can file on their behalf using a MassHealth Authorized Representative Designation (ARD) form. The form authorizes someone to submit applications, receive notices, and speak with MassHealth staff on the applicant's behalf.

The Massachusetts Medicare Savings Programs guide includes the document checklist, the income calculation worksheet, and a tracker for following up after the application is filed — whether you apply in person, online, or by mail.
