Maryland Medicare Savings Program Renewal: Deadlines, Ex Parte, and the 90-Day Window

How Maryland Renews MSP Coverage

Medicare Savings Program coverage in Maryland requires annual redetermination. The state checks whether your parent still meets the income and resource limits for QMB, SLMB, or QI. If they do, coverage continues. If they don't — or if the renewal paperwork isn't completed — coverage ends and the Part B premium starts coming out of Social Security again.

Maryland uses a two-step process: ex parte review first, then a renewal packet if the automated check can't confirm eligibility.

Ex Parte Review: The Automatic First Pass

About 45 to 60 days before the coverage period ends, Maryland's Medicaid agency attempts an ex parte renewal. The local DSS uses electronic data sources — Social Security records, pension databases, and state financial records — to verify that income and resources still fall within the limits.

If the automated data confirms ongoing eligibility, coverage renews automatically. The beneficiary receives a notice confirming the renewal but doesn't need to submit any paperwork.

This is the best-case scenario. Your parent does nothing and coverage continues.

The Renewal Packet: When Automation Falls Short

If electronic verification can't confirm eligibility — maybe a pension changed, a bank account closed, or the data sources have gaps — the local DSS mails a Renewal Packet. This packet requires updated financial documentation:

  • Current Social Security award letter or benefit verification
  • Recent bank statements for all accounts
  • Updated pension or income documentation
  • Verification of any changed assets

The packet comes with a deadline. Complete, sign, and return it with the supporting documents before the deadline expires.

You can return the packet by mail, by dropping it off at the local DSS office, or by uploading it through myMDTHINK. If returning by mail or drop-off, get a date-stamped receipt — paper can get lost, and the receipt proves you met the deadline.

Missing the Deadline: Closure and the 90-Day Window

If the renewal packet isn't returned on time, Maryland issues a Notice of Closure. MSP coverage terminates, the Part B premium withholding restarts at SSA, and Extra Help eligibility ends.

But federal regulations (42 CFR § 435.916) give Maryland beneficiaries a critical safety net: a 90-day post-closure reconsideration window. If your parent submits the completed renewal packet and required documentation within 90 days of the termination date, the local DSS must re-evaluate eligibility without requiring a new application.

If eligible, coverage is restored retroactively to the date it was terminated. There's no gap in protection, and the Part B premium refund covers the closure period.

After 90 days, the reconsideration window closes. At that point, your parent needs to file a completely new MSP application from scratch.

Protecting Coverage at Renewal Time

The renewal is where most MSP beneficiaries lose coverage — not because they became ineligible, but because paperwork didn't get handled. A few steps to prevent that:

Watch the mail starting 60 days before the anniversary. If no notice arrives and you haven't heard about an automatic renewal, call the local DSS or check myMDTHINK for the case status.

Respond immediately when the renewal packet arrives. Gathering bank statements and pension letters takes time, and the deadline doesn't wait.

Keep copies of everything submitted. If the local DSS loses the packet, your copies and the date-stamped receipt prove timely filing.

Set a calendar reminder for 30 days before the renewal date each year. This gives enough lead time to request fresh documentation from banks and pension administrators.
