Georgia Medicare Savings Program Application: How to Apply in 2026
Georgia's Medicare Savings Programs pay some or all of your parent's Medicare premiums — that's up to $2,434.80 a year back in their Social Security check. The catch is actually getting the application through the state system without it stalling in limbo.
What Georgia's Medicare Savings Programs Cover
Four programs fall under the MSP umbrella, all administered by the Department of Community Health through DFCS county offices:
- QMB (Qualified Medicare Beneficiary): Pays Part A and Part B premiums, deductibles, coinsurance, and copayments. The most comprehensive level.
- SLMB (Specified Low-Income Medicare Beneficiary): Pays the $202.90 monthly Part B premium.
- QI (Qualifying Individual): Also pays Part B premiums, but funded through a capped federal grant — first-come, first-served.
- QDWI (Qualified Disabled Working Individual): Pays Part A premiums for working disabled individuals under 65.
Approval for QMB, SLMB, or QI-1 automatically triggers Extra Help with prescription drug costs.
Who Qualifies
Eligibility runs on countable income after Georgia applies a $20 monthly unearned income disregard. For 2026, the individual monthly income limits after the disregard are roughly $1,330 for QMB, $1,596 for SLMB, and $1,816 for QI. Couples get higher thresholds. Resource limits are $9,950 for an individual and $14,960 for a couple across QMB, SLMB, and QI.
Your parent's home, one vehicle, household belongings, and burial plots don't count toward assets. Retirement accounts in payout status are excluded too — only the monthly distributions count as income.
How to Apply: Two Routes
Georgia Gateway (gateway.ga.gov): Select "Apply for Benefits," choose Medical Assistance, and pick Medicare Savings Programs. The portal works when it works — but account deactivations, missing case links, and system crashes are common enough that Reddit forums are full of people describing the phone system hanging up on them mid-transfer.
Paper Application (Form 700): This is the dedicated short-form application for QMB, SLMB, and QI-1. It's simpler than the general Medicaid Form 94 and goes directly to your parent's county DFCS office by mail, fax, or in-person drop-off. GeorgiaCares counselors can also help complete and submit Form 700. Contact DFCS about the application route for QDWI.
If you're helping from another county or out of state, you'll need to be designated as an authorized representative through Form 954 or the representative section on Form 700 itself. Jurisdiction stays with your parent's county of residence.

Documents to Gather Before Applying
DFCS will verify income electronically when possible, but have these ready in case they send a Form 173 verification checklist:
- Medicare card (red, white, and blue card or Medicare Advantage plan card)
- Social Security benefit letter or award notice showing current monthly amount
- Bank statements from the last 30 days for all accounts
- Proof of any pension, annuity, or VA benefit income
- Property deeds or mortgage statements if they own property other than their home
- Life insurance policies if total face value across all policies exceeds $1,500
Processing Timeline
SLMB and QI applications have a 10-working-day processing standard under state policy. QMB applications fall under the general 45-calendar-day window. In practice, metro Atlanta counties (Fulton, DeKalb, Gwinnett) have reported processing backlogs. Rural counties can have reduced casework staffing and may require longer travel for in-person visits.
Once approved, DFCS codes the case in the state system and DCH transmits the buy-in record to CMS. SSA then stops deducting the Part B premium — but that adjustment cycle typically takes 60 to 90 days from the approval date. SSA also issues a retroactive refund for premiums paid during any covered gap months.
When Gateway Fails
If the portal crashes, your parent's account gets deactivated, or the phone system disconnects, don't wait for a fix. Submit a paper Form 700 to the county DFCS office directly. Going in person — early in the morning — is the most reliable backup based on what families consistently report. Keep proof of the date DFCS receives a Form 700. For an Extra Help application transferred by SSA under MIPPA, the MSP filing date is the date the LIS application was filed with SSA.
Our Georgia Medicare Savings Programs & Extra Help Guide walks through every step of the application process, from calculating whether your parent qualifies to handling verification requests and tracking the premium refund timeline after approval.
