Free Medicare Help in Kansas — Every Resource in One Place
Kansas has more free Medicare help than most people realize — scattered across several agencies and programs that don't cross-reference each other. The right resource depends on what your parent actually needs: plan comparison advice, help filling out a KanCare application, legal representation for a denial, or someone to explain a confusing state notice.
SHICK — Free Medicare Counseling Statewide
Senior Health Insurance Counseling for Kansas (SHICK) is the state's official Medicare counseling program, run through the Kansas Department for Aging and Disability Services (KDADS). SHICK counselors are trained volunteers — they don't sell insurance and aren't affiliated with any plan or broker.
What they do:
- Compare Medicare Advantage and Part D plans during Open Enrollment
- Explain Medicare Savings Program eligibility and walk through the basics of applying
- Answer questions about coverage, billing, and Extra Help
- Review Medicare Summary Notices for errors
Reach SHICK at 1-800-860-5260 or through your local Area Agency on Aging. During Fall Open Enrollment (October 15 – December 7), counselor availability tightens — call early or request a callback.
SHICK's limitation: counselors guide you through decisions but generally don't assemble document packages or track your application through the Clearinghouse.
Area Agencies on Aging (AAAs)
Kansas is divided into 11 Area Agency on Aging regions. Each AAA connects seniors with local services including Meals on Wheels, transportation, caregiver support, and benefits counseling. Many AAAs host SHICK volunteers and can schedule in-person appointments.
AAAs are particularly useful in rural and western Kansas, where there's no DCF office nearby. They can help identify which programs your parent qualifies for beyond MSPs — including home-delivered meals, utility assistance, and KanCare waiver services.
Find your parent's AAA through the Kansas Department for Aging and Disability Services at kdads.ks.gov, or call SHICK at 1-800-860-5260 for local Medicare counseling.
KanCare Clearinghouse — The Application Hub
The KanCare Clearinghouse is the central office that processes all Medicare Savings Program applications in Kansas. They don't provide counseling, but they handle the paperwork:
- Phone: 1-800-792-4884
- Online portal: applyforKanCare.ks.gov
- Mail: P.O. Box 3599, Topeka, KS 66601
Clearinghouse staff can take a phone application (they fill out the KC-1500 while you answer questions), confirm what documents are needed, and check application status. For general Medicare counseling and help weighing MSP tiers, SHICK is the better resource.

Kansas Legal Services — Free Legal Help for Denials
Kansas Legal Services (KLS) provides free legal representation to low-income Kansans. For Medicare Savings Programs, KLS matters most when something has gone wrong:
- A KanCare denial that seems incorrect
- A fair hearing appeal that needs legal representation
- QMB billing violations where a provider refuses to stop balance billing
- Complex situations involving disability determinations or conditional Part A
KLS has offices in Wichita, Topeka, Kansas City, and satellite locations. Their elder law attorneys handle MSP appeals and can represent your parent at a state fair hearing at no cost. Contact: 1-800-723-6953 or kansaslegalservices.org.
KLS prioritizes active legal disputes over routine application help — they're the resource for when things break, not for first-time applications.
Senior Medicare Patrol (SMP)
The Kansas SMP helps seniors identify Medicare fraud, errors, and abuse. If your parent's Medicare Summary Notice shows charges for services they never received, or if a provider is billing them improperly, SMP can investigate and refer the case.
When Free Help Isn't Enough
Free services cover advice, representation, and application processing. What they don't provide is a structured system for organizing the application from start to finish — tracking documents, calculating income correctly, understanding state notices, and managing the renewal cycle. The Kansas Medicare Savings Programs & Extra Help Guide fills that gap as a self-paced companion to the free resources above.
