Free Medicare Counseling in Idaho: SHIBA and Other Resources
SHIBA: Idaho's Free Medicare Counseling Program
SHIBA — Senior Health Insurance Benefits Advisors — operates under the Idaho Department of Insurance, not a private insurance company. SHIBA counselors are trained volunteers who provide free, unbiased help with Medicare questions. They don't sell insurance, earn commissions, or market specific plans.
Call the SHIBA helpline at 1-800-247-4422 or visit shiba.idaho.gov to schedule an appointment. Counselors can help with:
- Understanding QMB, SLMB, and QI eligibility
- Comparing Part D prescription drug plans on Medicare.gov
- Reviewing Medicare Supplement (Medigap) options
- Explaining Medicare Advantage plan terms
- Sorting out billing disputes and claims
SHIBA counselors work in offices statewide, including Boise, Coeur d'Alene, Idaho Falls, Pocatello, and Twin Falls. During peak enrollment periods (Medicare Open Enrollment runs October 15 through December 7), scheduling delays are common — volunteer availability varies by region, and eastern Idaho offices sometimes have multi-week wait times.
What SHIBA Can and Can't Do
SHIBA gives excellent one-on-one guidance, but counselors have boundaries. They explain program rules, help identify what you might qualify for, and walk through plan comparisons. They don't gather your financial documentation, fill out multi-page DHW applications on your behalf, track submission deadlines, or follow up with caseworkers on pending cases.
For families managing a parent's MSP application from start to finish — pulling bank statements, completing Form HW2019, navigating idalink uploads, tracking the 30-day RE310 renewal deadline — the counseling appointment is the starting point, not the full workflow.
Department of Health and Welfare (DHW)
DHW processes all Medicare Savings Program applications in Idaho. Call 1-877-456-1233 to apply by phone, ask about a pending case, or request help completing the application. In-person assistance is available at DHW Self-Reliance field offices across the state.
The call center handles high volume, especially in the Treasure Valley (Ada and Canyon counties). Hold times of 45 minutes or more are not unusual. Calling early in the morning or mid-week tends to reduce wait times.

Area Agencies on Aging
Idaho's Area Agencies on Aging (AAAs) provide community-based services — meal delivery, caregiver respite, transportation, and home-based support. Some AAA offices can point you toward MSP resources or connect you with a SHIBA counselor, but their primary focus isn't Medicare premium assistance.
For Ada County, Canyon County, Bonneville County, and other regional AAA offices, contact information is available through the Idaho Commission on Aging at aging.idaho.gov.
Idaho Legal Aid Services
When a Medicare Savings Program application is denied, an existing benefit is terminated, or a provider refuses to stop billing a QMB patient, Idaho Legal Aid Services provides free legal help to low-income seniors. Call 1-208-746-7541 or visit idaholegalaid.org.
Legal Aid's capacity is limited — they prioritize formal fair hearings and contested terminations over routine applications. If your parent needs legal representation at a DHW hearing, Legal Aid is the resource. For initial application help, start with SHIBA.
Putting It Together
The free resources exist and they're valuable, but they're scattered across agencies with different mandates and different wait times. A SHIBA counselor explains the rules. DHW processes the application. Legal Aid fights the denial. None of them sit at the kitchen table with you and organize the bank statements.
The Idaho Medicare Savings Programs & Extra Help Guide fills the gap between knowing the rules and executing the application — with document checklists, income worksheets, and submission trackers designed to make every conversation with SHIBA, DHW, or Legal Aid more productive.
