Colorado QMB Processing Time
You filed the application through PEAK three weeks ago. The status page shows nothing useful. Your parent's Social Security check just arrived with the $202.90 Part B deduction intact. Is something wrong?
Probably not. The Colorado MSP processing timeline has multiple stages, and the premium doesn't stop until the last stage completes — which can take considerably longer than most families expect.
Stage 1: County Application Processing (Up to 45 Days)
Under 10 CCR 2505-10, county human services departments must process Non-MAGI Medical Assistance applications within 45 calendar days from receipt. That clock starts the day PEAK logs the electronic submission or the county receives a paper application.
In practice, high-volume counties like Denver, Arapahoe, and El Paso regularly push toward the full 45 days for manual processing. If the county sends a Request for Information for missing documents, the response period (10-30 days) extends the wait from the applicant's perspective.
Check PEAK periodically, but don't rely on its status display alone. Call the county directly with your Application Tracking Number if you've heard nothing after 30 days.
Stage 2: CBMS Eligibility Determination
Once the county worker has all documents and enters the data into CBMS, the system runs the eligibility calculation automatically — applying the $20 unearned income disregard, comparing against the current FPL thresholds, and checking resources. If the applicant qualifies, CBMS generates the approval and a Notice of Action is mailed.
Once the data is complete, the county worker enters it into CBMS for the eligibility calculation and Notice of Action. The bottleneck is usually getting all documents to a caseworker and having that caseworker enter them.
Stage 3: Part B Buy-In Transmission (60-90 Days)
Here's where the real frustration lives. After county approval, HCPF transmits the buy-in enrollment record to CMS, which updates the beneficiary's Social Security record. SSA processes the instruction and adjusts the payment to stop deducting the Part B premium.
This transmission typically takes 60 to 90 days. During this window:
- The Part B premium continues to be deducted from the Social Security check
- This is normal and does not mean the application was denied
- Once the buy-in processes, SSA retroactively reimburses premiums deducted after the QMB effective date
- The reimbursement appears as a lump sum in a future Social Security deposit

Total Timeline: Application to Premium Relief
The county has up to 45 calendar days to process the application, followed by a typical 60-to-90-day buy-in transmission period after approval. Document delays can extend the overall wait.
QMB coverage itself is effective the first day of the month after approval. So deductibles, coinsurance, and copays stop on that date — even while the premium buy-in is still transmitting. The premium is the last piece to resolve because it requires the inter-agency SSA transmission.
What You Can Do to Speed Things Up
Submit complete documentation upfront. Every Request for Information adds weeks. Include the Medicare card, gross Social Security Award Letter, and bank statements with the initial application.
Use PEAK for document uploads. Paper submissions through the mail add transit time. PEAK uploads are timestamped immediately.
Follow up at day 30. Call the county, reference your tracking number, and ask whether the case is assigned to a worker and whether any additional documents are needed.
After approval, track the buy-in. Call SSA (1-800-772-1213) 60 days after the Notice of Action date to ask whether the state buy-in has been received. If it has not processed after 90 days, contact HCPF to investigate.
