Area Agency on Aging Colorado: Free Programs and How to Access Them

Before spending anything on professional care coordination, there is an entire network of free services most Colorado families never learn about. The state's 14 regional Area Agencies on Aging provide Options Counseling, short-term case management, caregiver support, and even free weekly in-home care — all funded by state and federal grants with no Medicaid enrollment required.

What Area Agencies on Aging Actually Do

AAAs are not the same as Case Management Agencies (CMAs). CMAs are the gateway to Medicaid-funded long-term care services and waivers. AAAs are a parallel, publicly funded network offering non-Medicaid programs for seniors who may not qualify for or need Medicaid-level support.

Key programs administered through Colorado AAAs:

Options Counseling — Free, objective planning sessions that walk families through the full spectrum of care settings, costs, and funding sources. Unlike A Place for Mom or similar referral services (which earn commissions from facility placements), AAA counselors have no financial incentive to steer your family toward any particular option.

Choice Services In-Home Program — Provides up to two hours of free weekly home care for qualified seniors. This can cover light housekeeping, meal preparation, and personal care assistance. It is not designed for full-time care but serves as a stopgap while families organize longer-term solutions.

Caregiver Support Programs — Training, support groups, and respite care coordination for family caregivers. Respite services give primary caregivers temporary relief, which is critical for preventing burnout during extended care transitions.

Home-Delivered Meals — Nutrition programs that deliver meals to homebound seniors. These programs often serve as an informal welfare check, since delivery staff can flag visible safety concerns.

Personal Emergency Response Systems (PERS) — Some AAAs coordinate subsidized access to medical alert devices for seniors living alone. Under the Community First Choice transition, PERS is now a CFC state plan benefit for Medicaid-eligible individuals.

Adult Day Care: The Most Affordable Respite Option

Adult day health care is consistently the lowest-cost supervised care setting in Colorado, averaging roughly $2,275 per month ($27,300 annually). Many programs bill in half-day increments rather than hourly, making budgeting more predictable.

Adult day services are covered under the EBD waiver for Medicaid-eligible participants, providing structured daytime supervision, social interaction, and therapeutic programming. For families using private pay, it is dramatically less expensive than any other supervised care option — compare that $27,300 annual cost to $79,005 for assisted living or $121,910 for nursing home semi-private.

Veteran-Directed Care

Select AAA sites administer the Veteran-Directed Care program, which gives eligible veterans a flexible budget to purchase their own home and community-based services. Unlike traditional VA home care, this program lets the veteran (or their representative) choose their own providers, set their own schedules, and direct how funds are spent — similar to the CDASS model used in Medicaid.

Finding Your Regional AAA

The Denver Regional Council of Governments (DRCOG) operates the AAA for the Denver metropolitan area, including Adams, Arapahoe, Boulder, Broomfield, Clear Creek, Denver, Douglas, Gilpin, and Jefferson counties. Other regions are served by separate agencies — your county's Department of Human Services can direct you to the right AAA.
