ACCESS HRA Medicare Savings Program: How to Apply for MSP in NYC

What ACCESS HRA Handles for MSP

If the senior lives in any of New York City's five boroughs, the Medicare Savings Program application goes through the Human Resources Administration — and ACCESS HRA is the digital front door. The portal and its companion mobile app let NYC residents submit an MSP application, upload supporting documents, check case status, and download e-notices.

Upstate and Long Island residents use a different route — their county Department of Social Services or NY State of Health — so ACCESS HRA applies only to NYC.

Applying for MSP Through ACCESS HRA

Create an account on the ACCESS HRA portal or download the mobile app. Once logged in:

  1. Select the option to apply for the Medicare Savings Program
  2. Fill in the applicant's personal information, Medicare claim number, and income details
  3. Upload supporting documents — Social Security benefit letter, Medicare card (front and back), proof of NYC residency, and photo ID
  4. Submit and note the confirmation number

The portal accepts photo uploads from a phone camera, which helps if you are managing a parent's application remotely.

After submission, HRA has 45 calendar days to issue a decision for a non-disability application. If a disability determination is required, the decision period is 90 calendar days. The approval or denial notice appears in the ACCESS HRA e-notices section, often before a paper copy arrives by mail.

Document Upload Problems

The most common frustration: uploading documents that the system later flags as "missing." This happens because uploaded files sometimes do not attach to the correct case, or automated review fails to match the document to the requirement.

If the portal shows a missing document alert after a successful upload:

  • Re-upload the document and note the date and time
  • Take a screenshot of the upload confirmation
  • If the issue persists, fax the document to the number listed on the HRA notice as a backup

Keeping screenshots of every upload matters if you need to dispute a case closure later.

The Hold Time Problem

HRA's phone helpline (718-557-1399) is notorious for long waits. Three-hour holds are not unusual, and callers report being unsure whether the line is a real queue or a dead end.

Practical alternatives:

  • Use the portal for everything trackable — application status, document uploads, and e-notice retrieval do not require a phone call
  • Visit an HRA Medicaid office in person if the issue is urgent (bring the confirmation number and copies of all documents)
  • Contact the Medicare Rights Center (1-800-333-4114) — their NYC-based advocates can sometimes expedite HRA routing through direct submission channels

MSP Renewals Through ACCESS HRA

MSP coverage recertifies every 12 months. HRA first attempts an automatic (ex parte) renewal using state database checks. If it cannot verify income electronically, it mails a renewal form — MAP-909F for MSP cases.

The MAP-909F is a simplified recertification packet. Complete it, attach updated income proof, and submit it through ACCESS HRA or by mail within 30 days.

If the renewal is missed, HRA sends a 10-day notice of intent to discontinue. Even after that, submitting the renewal within a 90-day cure period restores coverage without a gap and without filing a new application.

To track renewal deadlines and avoid gaps in coverage, the New York Medicare Savings Programs Guide includes a renewal calendar and a step-by-step walkthrough of the ACCESS HRA portal for both applications and recertifications.
