Wyoming QMB Program

What Wyoming QMB Covers

The Qualified Medicare Beneficiary program is the most comprehensive tier of Wyoming's Medicare Savings Programs. When Wyoming Medicaid approves someone for QMB, the state pays their Medicare Part B premium, Part A premium (if they do not have premium-free Part A), and every Medicare deductible, coinsurance charge, and copay.

For a Wyoming senior on Original Medicare, that means no 20% coinsurance on doctor visits, no Part A hospital deductible, and no Part B premium deducted from their Social Security check. Providers are federally prohibited from billing QMB enrollees for any of these costs under 42 U.S.C. § 1396a(a)(25)(B) and Social Security Act § 1902(n)(3)(B).

QMB also triggers automatic eligibility for Extra Help, which reduces Part D prescription copays to a few dollars per fill.

Income and Asset Limits

QMB eligibility in Wyoming requires countable monthly income at or below 100% of the Federal Poverty Level. For 2026, that is $1,350 for an individual and $1,824 for a married couple.

The key word is "countable." Wyoming applies a $20 general disregard to unearned income before comparing it against the threshold. If your parent receives $1,365 in Social Security, subtracting the $20 disregard brings countable income to $1,345 — below the $1,350 limit. Earned income gets an even larger reduction: the first $65 is excluded, then half the remainder.

Asset limits are $9,950 for an individual and $14,910 for a couple. The primary home, one vehicle, burial plots, and dedicated burial funds up to $1,500 per person are all exempt. There is no look-back period for asset transfers — unlike nursing home Medicaid, moving assets before applying does not trigger a penalty.

How to Apply for QMB in Wyoming

QMB applications go through the same process as all Wyoming Medicare Savings Programs. The Wyoming Department of Health Customer Service Center handles eligibility — apply online through wesystem.wyo.gov, by phone at 1-855-294-2127, by mail, fax, or email.

The application is the standard "Application for Health Coverage & Help Paying Costs" form. You check the Medicare Savings Program box and fill out the income, asset, and Medicare status sections. Skip the long-term care sections.

An adult child can help fill out the application, but cannot sign it or communicate with the agency on the applicant's behalf without an Authorized Representative Form or power of attorney on file.

Processing typically takes 45 to 90 days. Once approved, QMB coverage starts the first day of the month after the eligibility determination — no retroactive coverage for QMB specifically. SSA then takes another 60 to 90 days to stop withholding the Part B premium from the Social Security check and issue retroactive refunds for any premiums paid after the effective date.

Part A Buy-In for People Without Premium-Free Part A

Wyoming is a Part A buy-in state, which matters if your parent does not have 40 quarters of work history for premium-free Part A. They can file a conditional Part A enrollment at SSA at any time — not just during the General Enrollment Period in January through March. The enrollment is conditional on QMB approval: if Wyoming approves QMB, the state pays the Part A premium; if denied, the conditional enrollment is voided and no premium bill is generated.

If an SSA field office refuses the year-round conditional filing, cite SSA POMS HI 00801.140, which confirms Wyoming's Part A buy-in status.

What to Do If a Provider Bills You

Federal law prohibits providers from billing QMB enrollees for Medicare cost-sharing, but billing errors happen — especially with providers who do not regularly see Medicaid patients. Our Wyoming Medicare Savings Programs & Extra Help Guide includes dispute letter templates and step-by-step instructions for reporting illegal billing.
