Washington Connection vs Healthplanfinder: Which Portal for Medicare Savings Programs
Two Portals, Very Different Programs
Washington operates two separate online health benefit systems, and they serve completely different populations. Submitting your MSP application through the wrong one is one of the most common reasons families waste weeks waiting for a response that never comes.
Washington Connection (washingtonconnection.org) handles:
- Medicare Savings Programs (QMB, SLMB, QI-1, QDWI)
- Apple Health for aged, blind, and disabled individuals
- SSI-related medical coverage
- Basic Food (SNAP) and cash assistance
Washington Healthplanfinder (wahealthplanfinder.org) handles:
- ACA marketplace health insurance plans
- MAGI-based Apple Health for adults under 65 and families
- Qualified Health Plans with premium tax credits
If your parent is on Medicare and needs help paying premiums, deductibles, or prescriptions, the only correct portal is Washington Connection.
What Happens When You Use the Wrong Portal
A Medicare-entitled person's MSP application through Healthplanfinder results in processing delays or administrative rejection. Use Washington Connection for the MSP application.
How to Tell Them Apart
The names are confusingly similar, and both appear in search results for "Washington health benefits." Here's the quick check:
- URL contains "washingtonconnection" → correct for MSP
- URL contains "wahealthplanfinder" → wrong for MSP
If you're helping a parent who's already on Medicare Part A or Part B, you need Washington Connection. If they're under 65 and don't have Medicare, Healthplanfinder is appropriate.

Navigating Washington Connection
Once you're on the right portal, the application process is straightforward:
- Create an account with your parent's information (or your own if you're the authorized representative)
- Select the benefits you're applying for — the system screens for multiple programs simultaneously
- Enter income information, household composition, and Medicare details
- Submit and note your confirmation number
The portal doesn't offer real-time application tracking, so keep your confirmation number. If you need to check status, call DSHS at 1-877-501-2233.
The Paper Alternative
If the portal feels unreliable or you'd rather avoid online forms, use Form HCA 13-691. It's the MSP-specific paper application that skips the asset questions found on general DSHS forms. Submit by fax (1-888-338-7410), mail, or drop-off at a DSHS Community Services Office.
