South Dakota Medicare Open Enrollment and Plan Comparison Help

Medicare's Annual Enrollment Period runs October 15 through December 7 every year. During those seven weeks, South Dakota beneficiaries can switch Medicare Advantage plans, change Part D prescription drug plans, or move between Original Medicare and Medicare Advantage. The number of plan options is overwhelming — and the consequences of a poor choice can mean paying hundreds more per year in premiums, copays, or uncovered prescriptions.

South Dakota has a free, unbiased resource specifically designed to help. You don't need to hire a broker or trust a lead-generation website.

SHIINE: South Dakota's Free Medicare Counseling

SHIINE (Senior Health Information & Insurance Education) is South Dakota's federally funded State Health Insurance Assistance Program. Trained volunteer counselors provide one-on-one help with:

  • Comparing Medicare Advantage plans available in your South Dakota county
  • Reviewing Part D drug plans against your specific medication list
  • Evaluating whether Medigap supplemental insurance makes sense for your situation
  • Screening for Medicare Savings Program eligibility (which can eliminate your Part B premium entirely)

SHIINE counselors are not insurance salespeople. They earn no commissions and have no financial incentive to steer you toward any particular plan. This distinguishes them from the brokers and lead-generation sites that dominate search results for "Medicare help."

Three regional SHIINE offices serve the state:

  • Eastern Region (Sioux Falls): 800-536-8197
  • Central Region (Pierre): 877-331-4834
  • Western Region (Rapid City): 877-286-9072

During open enrollment season, appointment slots fill quickly — especially in October and early November. Call early to schedule.

Medicare Advantage vs. Medigap in South Dakota

This is the fundamental decision most South Dakota beneficiaries face, and it's outside the scope of any guide that doesn't hold an insurance license. But the framework matters:

Original Medicare + Medigap gives you nationwide provider access and predictable out-of-pocket costs. You pay a monthly Medigap premium, but it covers the gaps that Original Medicare leaves (deductibles, copays, coinsurance). You'll also need a separate Part D drug plan.

Medicare Advantage bundles Part A, Part B, and usually Part D into one plan with a provider network. Monthly premiums can be lower — sometimes $0 — but out-of-pocket costs at the point of care vary, and you're generally limited to in-network providers.

In South Dakota's rural geography, network availability is a real factor. A Medicare Advantage plan that looks good on paper may have limited provider networks outside Sioux Falls and Rapid City. SHIINE counselors know which plans actually have providers in your county.

The Quarterly Special Enrollment Period for MSP Enrollees

Here's something most families don't know: if you're enrolled in a South Dakota Medicare Savings Program (QMB, SLMB, or QI), you get a Special Enrollment Period (SEP) that lets you switch Medicare Advantage or Part D plans once per quarter during the first nine months of the year (January–March, April–June, July–September).

This means you're not locked into a bad plan choice for a full year. If you enrolled in a Part D plan during open enrollment and discover it doesn't cover your medications well, the quarterly SEP lets you switch without waiting for the next October.

This quarterly flexibility is one of the less-publicized benefits of MSP enrollment, on top of the Part B premium savings and automatic Extra Help for prescriptions.

Before You Compare Plans, Check MSP Eligibility

If your countable monthly income is at or below $1,816 (single) or $2,455 (couple) and your countable resources are at or below $9,950 (single) or $14,910 (couple), you may qualify for a Medicare Savings Program. Getting approved saves $202.90 per month on the Part B premium, triggers full Extra Help for Part D, and unlocks the quarterly SEP.

The South Dakota Medicare Savings Program guide walks through the eligibility calculation, application process, and everything that happens after approval. Check eligibility before open enrollment starts — getting MSP in place first changes which plans make financial sense.
