SCI Council Tax Discount Dementia Wales: How to Claim and Backdate the Exemption

The SCI Council Tax Framework in Wales

On 1 April 2026, Wales formally replaced the old "Severe Mental Impairment" (SMI) council tax discount with the Significant Cognitive Impairment (SCI) framework under The Council Tax (Discounts, Disregards and Exemptions) (Wales) Regulations 2026. The label changed, but the financial relief is the same — or better, because Wales has standardised backdating rules that most English and Scottish councils still treat as discretionary.

If your parent has been diagnosed with dementia, Alzheimer's disease, vascular dementia, Parkinson's disease, or another progressive neurological condition that permanently affects cognitive function, the diagnosis may meet the clinical part of the test, but it is not enough by itself: the person also needs the required medical certification and entitlement to a qualifying disability benefit. A successful claim can reduce council tax by 25% or eliminate it entirely, with refunds backdated to the date of diagnosis.

The Two-Tier Test

To qualify, your parent must satisfy both conditions:

Tier 1 — Medical certification. A GP, consultant, or neurologist must sign the standard Welsh Government SCI application form, certifying that the individual has "a severe and permanent mental condition or neurological change that impacts on the brain's ability to function and has a significant impact on that individual's daily life." GPs cannot charge a fee for completing or signing this certificate — it is a statutory obligation.

Tier 2 — Qualifying benefit entitlement. The individual must be entitled to (not necessarily receiving) a qualifying disability benefit. These include:

  • Attendance Allowance (either rate)
  • Personal Independence Payment — daily living component
  • Disability Living Allowance — care component at any rate
  • Severe Disablement Allowance

The word "entitled" is important. Your parent does not need to be actively claiming or receiving the benefit — they simply need to meet the eligibility criteria. If your parent is not yet receiving the benefit, provide evidence of entitlement and ask the council what it accepts while an Attendance Allowance claim is being processed.

In practice, many families apply for Attendance Allowance and the SCI discount simultaneously; ask the council what evidence it accepts if the benefit claim is still pending.

What the Discount Looks Like

The size of the discount depends on who lives in the property:

Your parent lives alone. The property receives a 100% Class U council tax exemption. The bill drops to zero, removing the applicable annual charge.

Your parent lives with one other adult. The person with SCI is "disregarded" for council tax purposes — treated as if they do not live there. The remaining adult qualifies for the 25% single-person discount.

Your parent lives with two or more other adults. No discount applies, because at least two non-disregarded adults remain on the register.

If your parent has moved into a care home, the discount no longer applies to their former property (it may qualify for an empty-property exemption instead, which is a separate application). But if they still live at home with just their spouse, the 25% discount applies.

Backdating and Refunds

This is where Wales diverges significantly from England and Scotland. All 22 Welsh local authorities backdate the SCI discount to the date of diagnosis as standard practice. In England and Scotland, backdating is discretionary and inconsistent — some councils will only go back one year, others refuse entirely.

If your parent was diagnosed with dementia three years ago and you are only now applying, you should receive a refund covering the entire period. For a sole occupant of a Band D property, several years of backdated council tax can represent a refund of several thousand pounds.

To support a backdating claim, provide the date of your parent's dementia diagnosis as recorded by their GP or memory clinic. The council will verify this against NHS records. The further back you are claiming, the more important it is to have a clear diagnosis date documented — ask the GP surgery for a letter confirming when the diagnosis was first recorded.

How to Apply

Contact your parent's local council's council tax department. Each of the 22 Welsh councils has its own application form, but the process is broadly the same:

  1. Request the SCI council tax application form
  2. Take it to your parent's GP for the medical certification (Tier 1)
  3. Attach proof of qualifying benefit entitlement; if an Attendance Allowance claim is pending, ask the council what evidence it accepts for Tier 2
  4. Submit the completed form to the council, noting the date of diagnosis for backdating

Ask the council when to expect a decision. If the discount is granted with backdating, ask how the refund will be applied.
