The NWT has more programs for seniors than most families realize — but finding them requires knowing where to look. This is a structured rundown of every major support available, from health benefits to housing to end-of-life care.

Health and Medical Benefits

Extended Health Benefits (EHB) for Seniors. Non-Indigenous permanent residents aged 60 and over qualify for 100% coverage of prescription drugs on the NWT Pharmacare formulary, medical supplies and equipment (walkers, orthotics), vision care, and dental services. No co-payments or deductibles. Seniors aged 60+ are exempt from annual re-application. First Nations and Inuit seniors access comparable coverage through the federal NIHB program; Métis seniors may also access the NWT Métis Health Benefit.

Medical Travel Program. Covers travel costs when seniors must leave their home community for insured health services. Includes airfare or mileage, up to $50/night for lodging (when boarding homes are full), and $18/day for meals. As of September 2026, non-Indigenous seniors need to be enrolled in EHB to access medical travel benefits.

Home Care Services. Fully subsidized publicly funded care including nursing visits, personal support, medication management, palliative support, dietician services, and medical equipment loans. No cost to the senior. Accessed through local Community Health Centres or regional Home Care programs.

Housing and Independent Living

Senior Citizens' Property Tax Relief. Seniors aged 60 and over who own and occupy their homes can access property tax exemptions. This preserves financial resources and supports aging in place.

Home Safety Assessments. Part of the home care assessment process — the CCAP evaluation includes a physical inspection of the senior's living environment for fall hazards, accessibility barriers, and safety concerns. Case managers can recommend modifications and connect families with medical equipment loans (grab bars, bath seats, mobility aids).

Fall Prevention. The NWT home care program includes fall risk assessment as a standard component of the CCAP evaluation. Seniors identified as high fall risk receive targeted interventions: equipment loans, physiotherapy referrals where available, and home environment recommendations. A fall is also a clinical trigger for reassessment, which can escalate the care plan.

Financial Support

Income Assistance for Seniors and Persons with Disabilities. Through the Department of Education, Culture and Employment (ECE), this program provides monthly financial support for shelter, utilities, and basic needs. It also covers the gap between a senior's income and the $1,021 LTC accommodation fee. Applications accepted year-round through local ECE Service Centres.

Federal Tax Credits. The Disability Tax Credit (DTC) and Medical Expense Tax Credit (METC) help offset long-term care costs and out-of-pocket medical expenses. These are claimed through annual income tax filing.

Legal Resources

Outreach Legal Aid Clinics. Free, no-means-test initial consultations of up to one hour. These clinics can answer questions about guardianship, capacity, and personal directives. Critical limitation: they are strictly prohibited from drafting wills, estates, or capacity planning documents, and cannot represent clients in court.

Yellowknife-based estate planning lawyers (Dragon Toner, Cooper Regel, and others) handle Personal Directives and Enduring Powers of Attorney. Standard packages run $700 to $899. Given the guardianship residency trap — out-of-province adult children cannot serve as private guardians — getting these documents in place early is essential.

End-of-Life and Palliative Care

Palliative Home Care. The NWT home care program includes palliative support for seniors who choose to remain at home during end-of-life care. Services include nursing visits for pain management, symptom control, and coordination with the care team.

Facility-Based End-of-Life Care. Long-term care facilities provide end-of-life care for residents whose conditions progress to the terminal stage. Care standards align with NWT continuing care policies prioritizing resident-centred, trauma-informed approaches.

The NWT does not have a standalone hospice facility. Palliative and end-of-life care is delivered either at home through the home care program or within the existing long-term care facilities. For families in remote communities, palliative care may require medical travel to a regional centre with appropriate clinical resources.

Community Support

NWT Seniors' Society. A community-based organization providing information, advocacy, and peer support for seniors across the territory. They operate an information line and publish resource materials.
