NJ Property Tax Relief for Seniors 2026: ANCHOR, Stay NJ, and Senior Freeze

Three Programs, One Goal: Lower Property Taxes

New Jersey has some of the highest property taxes in the country — the average bill topped $9,800 in 2025. For seniors managing a parent's care costs alongside their own housing expenses, that tax burden can feel crushing. The good news: three separate state programs can stack to cut thousands off the annual bill.

Here's the breakdown for 2026.

Stay NJ: The Biggest Credit

Stay NJ is the newest and most generous of the three. Homeowners age 65 or older with gross annual household income under $500,000 qualify for a direct credit equal to 50% of their property tax bill, capped at $6,500 per year.

The credit is claimed through the PAS-1 application, which is due by November 2, 2026. Unlike earlier relief programs, Stay NJ pays a percentage of the actual tax — so the higher the property tax, the larger the benefit (up to the cap).

Key requirements:

  • Must be age 65 or older under the program's 2026 eligibility rules
  • Must own and occupy the home as a principal residence
  • Gross household income under $500,000
  • File the PAS-1 form by November 2, 2026

Senior Freeze (PTR): Locking in Your Base Year

The Senior Freeze program (formally the Property Tax Reimbursement) does something different from Stay NJ — it reimburses the increase in your property taxes above your base year amount. If you qualified in a prior year and your taxes went up, the state pays you the difference.

For 2026 filing (tax year 2025), the income limit is $172,475. You must meet the program's New Jersey residency and home-ownership requirements.

ANCHOR: Relief for Homeowners and Renters

The Affordable New Jersey Communities for Homeowners and Renters (ANCHOR) program provides automatic property tax relief to both homeowners and renters. Eligibility and benefit amounts depend on the current program rules.

Follow the New Jersey Division of Taxation's current instructions for ANCHOR eligibility, filing, and payment.

How to Stack All Three

A senior homeowner eligible for ANCHOR and with a $10,000 property tax bill could potentially receive:

  • Stay NJ credit: $5,000 (50% of $10,000)
  • ANCHOR benefit: the amount depends on 2026 eligibility and program rules
  • Senior Freeze: reimbursement of any tax increase above the base year

That's $5,000 plus any applicable ANCHOR and Senior Freeze relief — a meaningful offset if part of your household budget is going toward a parent's care costs.

For 2026, submit Stay NJ through PAS-1 by November 2; use the current Division of Taxation instructions for ANCHOR and Senior Freeze. Apply for each program for which the household qualifies — missing one leaves money on the table.

What This Means for Families Paying for Care
