New Mexico QMB Income Limits 2026: Who Qualifies and What It Covers

2026 QMB Income Thresholds

New Mexico's Qualified Medicare Beneficiary program uses the Federal Poverty Level to set income limits. For 2026:

  • Single person: $1,330/month (100% FPL)
  • Married couple: $1,804/month

These are the published thresholds, but a $20 general income disregard applies to unearned income before the comparison. If your parent's Social Security check is $1,345/month, their countable income is $1,325 — below the $1,330 ceiling.

That $20 disregard catches a lot of people who assume they're over the limit. National resources sometimes list the QMB cutoff as $1,350 (the FPL plus the disregard baked in), which creates confusion when New Mexico's own charts say $1,330. Both numbers are correct — they just express the same rule differently.

QMB Asset Limits: There Aren't Any

New Mexico eliminated the asset test for QMB effective January 1, 2021. Savings accounts, certificates of deposit, home equity, vehicles, retirement accounts, and life insurance policies are all excluded from the eligibility determination.

The state's multi-program application form (HCA-100) asks about assets, but those fields serve other programs like SNAP and institutional Medicaid. For QMB, the Income Support Division caseworker disregards them entirely.

This matters because national Medicare guides still cite the old federal baseline asset limit of $9,950 for individuals. That number hasn't applied in New Mexico for five years.

What QMB Actually Pays For

QMB is the most comprehensive Medicare Savings Program. The state covers:

  • Part B premium — $202.90/month in 2026, deducted from your Social Security check until the state buy-in takes effect
  • Part A premium — if not premium-free, $311/month when the applicant or spouse has 30–39 qualifying quarters, or $565/month when neither record has 30 (New Mexico is a group-payer state)
  • Part A deductible — $1,736 per benefit period for hospital stays
  • Part B deductible — $283/year
  • Coinsurance and copayments — the 20% of Medicare-approved amounts that Original Medicare leaves to the patient

QMB also triggers automatic eligibility for Extra Help with Part D prescription drug costs.

QMB-Only vs. QMB-Plus

A "QMB-Only" beneficiary gets Medicare cost-sharing coverage but not full Medicaid benefits. A "QMB-Plus" beneficiary meets both QMB income standards and full Medicaid eligibility, receiving comprehensive medical services through Turquoise Care (New Mexico's Medicaid managed care program) alongside the Medicare protections.

The distinction matters for services Medicare doesn't cover, like dental, vision, and long-term care. QMB-Only handles the Medicare side; QMB-Plus adds the full Medicaid benefit package.

Income Calculations for Couples

When both spouses have Medicare, their combined income is measured against the couple threshold ($1,804). When only one spouse has Medicare, spousal deeming rules apply — the non-Medicare spouse gets a living allowance deducted before their income counts toward the Medicare spouse's eligibility.

An adult child living in the same household does not affect the parent's eligibility. Their income is excluded entirely from the MSP calculation, regardless of shared housing costs.

How to Apply

Applications go through the YesNM portal (yes.nm.gov), by phone at 1-800-283-4465, or by mail to the Income Support Division. The New Mexico Medicare Savings Programs & Extra Help Guide includes a step-by-step walkthrough of the QMB application, income worksheets for calculating the disregard, and a protocol for conditional Part A enrollment if your parent lacks premium-free Part A.
