Louisiana Medicare Savings Program Renewal

How Louisiana Handles Renewals

LDH requires annual redetermination for all Medicare Savings Program enrollees. But the process usually starts without you doing anything.

Ex parte review comes first. Each year, LDH runs an automated check by querying Social Security Administration records, state wage databases, and unemployment files. If the data confirms your income still falls within program limits, LDH renews your coverage automatically and sends an approval notice. You don't fill out a form, you don't submit documents, and nothing changes with your benefits.

Paper renewal only if ex parte fails. If the automated check can't verify eligibility — usually because of non-Social Security income that isn't in the databases — LDH mails a pre-filled renewal form to your address. You complete any missing sections, sign it, and return it by the deadline printed on the form, typically 30 days from the notice date.

You can submit the renewal online at MyMedicaid.la.gov, by mail to P.O. Box 91283, Baton Rouge, LA 70821-9278, or by fax to 1-877-523-2987.

What Happens If You Miss the Deadline

If LDH sends a renewal form and you don't respond by the deadline, your MSP coverage terminates. The consequences hit fast:

  • SSA resumes deducting the $202.90 Part B premium from your Social Security check
  • If you were on QMB, your balance billing protection ends and providers can bill you for Medicare cost-sharing
  • Your deemed Extra Help status drops, and prescription copays jump to full price

If LDH terminates coverage because you didn't return the renewal form or requested information, submit it within 90 days after termination. Under 42 CFR § 435.916, LDH must reconsider eligibility without a new application.

The Address Problem

One of the most common renewal failures has nothing to do with eligibility. The paper renewal goes to your address on file with LDH. If you've moved, if your mail gets misdelivered, or if a caregiver handles your mail and doesn't recognize the envelope, the deadline passes and coverage terminates.

You're required to report address changes to LDH within 10 calendar days. Update your address online at MyMedicaid.la.gov, by emailing [email protected], or by calling 1-888-342-6207. If an adult child manages the parent's case, keeping the parent's address current is one of the most important maintenance tasks.

Reporting Changes Year-Round

Beyond the annual renewal, LDH requires you to report changes in income, marital status, and living arrangement within 10 calendar days. An increase in monthly income — from a pension adjustment, a return to part-time work, or a Social Security COLA — could move you between program tiers or make you ineligible.

The January COLA is a special case. When Social Security raises benefits in January but the new Federal Poverty Level guidelines aren't published until March, Louisiana disregards the COLA amount during that gap. You won't lose coverage because of a COLA that hasn't been reflected in updated income limits yet.

When Coverage Drops Unexpectedly

If your Part B premium suddenly reappears in your Social Security deduction and you didn't receive a termination notice, the cause is usually a processing failure — not a genuine eligibility change. Common culprits:

  • A renewal processed late by LDH, creating a gap in the buy-in file transmitted to CMS
  • A data entry error in the caseworker's system that temporarily coded your case as closed
  • A staffing backlog at LDH that delayed renewal processing past the system's auto-termination date

Contact LDH at 1-888-342-6207 immediately. If the coverage drop was an administrative error, LDH can reinstate your MSP retroactively and SSA will refund the premiums deducted during the gap. If LDH issued a formal termination notice, you have 10 days from the notice date to request a fair hearing and preserve your benefits during the appeal.
