How to Apply for QMB in Kansas — Step by Step
Confirm Eligibility First
QMB in Kansas requires countable monthly income at or below $1,350 (single) or $1,824 (couple), and countable resources at or below $9,950 (single) or $14,910 (couple).
Kansas uses the gross Social Security benefit — the amount before the Part B premium is deducted — and subtracts a $20 general disregard. A parent with a gross benefit of $1,365 has countable income of $1,345, which falls under the QMB limit even though the bank deposit is lower.
Resources that are excluded: primary home (any value, if the applicant lives there or intends to return), one vehicle used for transportation, household goods, personal effects, burial plots, and up to $1,500 per person in designated burial funds. Check accounts, savings, CDs, and investment holdings all count.
Gather Documents Before Filing
The KanCare Clearinghouse requests verification of income and assets. Having these ready prevents the most common delay — an evidence request that starts a tight response clock:
- Social Security COLA Award Letter (shows the gross benefit amount)
- Most recent bank statements for every account in the applicant's name (checking, savings, CDs)
- Pension or annuity statements, if any
- Life insurance policy face sheets (to check whether cash surrender value exceeds $1,500)
- Medicare card (showing Parts A and B coverage status)
- Photo ID
If an adult child will manage the case, prepare Form KC-6100 (Medical Representative Authorization). Without it, the Clearinghouse cannot discuss the case with anyone other than the applicant. If the parent signs with a mark ("X") due to physical or cognitive limitations, two independent witnesses must also sign.
Submit the Application
The primary form is KC-1500 (Medical Assistance Application for the Elderly and Persons with Disabilities). On the program selection section, check "Medicare Savings Programs / Premium Assistance" — skip the long-term care and waiver boxes unless your parent also needs those services.
Three submission channels:
- Online at applyforKanCare.ks.gov — connects to the KEES self-service portal
- Phone at 1-800-792-4884 — an agent completes the KC-1500 over the phone
- Paper — mail to KanCare Clearinghouse, P.O. Box 3599, Topeka, KS 66601, or fax to 1-844-264-6285
Local DCF offices in Wichita, Topeka, Kansas City, and smaller cities accept paper drop-offs. Staff scan the forms and forward them electronically to the Clearinghouse.

What Happens After Submission
The Clearinghouse has 45 calendar days to process the application (90 days if a disability determination is needed). During this window:
- Electronic data matches pull Social Security and wage records automatically
- If verification documents are missing, the Clearinghouse sends a notice with a response deadline — usually 10 to 15 days
- Failing to respond to an evidence request stalls or denies the application
QMB coverage starts the first day of the month after the approval notice. Unlike LMB and ELMB, QMB does not offer retroactive coverage. This makes timely filing important — every month of delay is another $202.90 Part B premium plus uncovered cost-sharing.
Special Case: No Premium-Free Part A
If the applicant lacks 40 work quarters of Social Security coverage, they do not have premium-free Part A. Kansas is a Group Payer state, which means Part A enrollment through QMB can only happen during the General Enrollment Period (January 1–March 31).
The process is a two-step coordination between SSA and KanCare:
- Visit a Social Security office during the GEP and file a conditional Part A application using Form SSA-18-F6, with the remark that the application is conditional on state QMB approval
- Submit the SSA conditional receipt letter with the KC-1500 to the KanCare Clearinghouse
Once QMB is approved, Kansas adds the beneficiary to the Part A Group Payer roster and pays the Part A premium directly.
If the Application Is Denied
The request for a State Fair Hearing must reach the Kansas Office of Administrative Hearings within 33 calendar days of the notice date (30 days plus 3 for mailing). To keep benefits active during the appeal, submit the hearing request before the effective denial date or within 15 calendar days of the notice date, whichever is later.
The Kansas Medicare Savings Programs & Extra Help Guide includes a document checklist, income calculation worksheet, and a 33-day hearing timeline planner for exactly these situations.
