Kansas Medicare Savings Program — Income Limits, Tiers, and How to Apply in 2026
What the Medicare Savings Programs Do in Kansas
If your parent's Social Security check loses $202.90 every month to the Part B premium, Kansas runs three programs that can stop that deduction entirely. The Medicare Savings Programs — administered through KanCare — pay some or all of Medicare's out-of-pocket costs for people on limited incomes.
Kansas uses its own names for two of these tiers. The federal "SLMB" is called LMB (Low Income Medicare Beneficiary) in Kansas, and "QI" is called ELMB (Expanded Low Income Medicare Beneficiary). QMB keeps the federal name. Understanding this labeling matters because every notice from the KanCare Clearinghouse uses the state terms.
All three tiers pay the $202.90 monthly Part B premium. QMB goes further and covers Part A and Part B deductibles, coinsurance, and copayments — including the $1,736 hospital deductible and the $283 Part B annual deductible.
2026 Income and Resource Limits
Kansas calculates eligibility using gross Social Security income minus a $20 general disregard. The limits below already include that disregard.
| Tier | Income (single) | Income (couple) | Resources |
|---|---|---|---|
| QMB | ≤ $1,350/mo | ≤ $1,824/mo | $9,950 / $14,910 |
| LMB | $1,350.01–$1,616/mo | $1,824.01–$2,184/mo | $9,950 / $14,910 |
| ELMB | $1,616.01–$1,816/mo | $2,184.01–$2,455/mo | $9,950 / $14,910 |
Resources that do not count: primary home (any value, as long as the applicant lives there or intends to return), one vehicle, household goods, burial plots, and up to $1,500 in designated burial funds per person.
A common mistake: looking at the net deposit in a bank account instead of the gross Social Security benefit. If your parent's gross benefit is $1,365 and the bank shows $1,162.10 after the Part B deduction, Kansas uses the $1,365 figure. Subtract the $20 disregard and countable income is $1,345 — under the QMB cap.
How to Apply
Applications go to the KanCare Clearinghouse in Topeka — not to a local DCF office for a final decision, though DCF offices accept paper drop-offs.
Three application channels:
- Online at applyforKanCare.ks.gov (connects to the KEES self-service portal)
- Phone at 1-800-792-4884 — an agent takes the information and submits it electronically
- Paper using Form KC-1500 (Medical Assistance Application for the Elderly and Persons with Disabilities), mailed to KanCare Clearinghouse, P.O. Box 3599, Topeka, KS 66601, or faxed to 1-844-264-6285
On the KC-1500, select the box for "Medicare Savings Programs / Premium Assistance" and skip the long-term care and waiver sections. This prevents unnecessary asset verification delays.
If an adult child manages the application, file Form KC-6100 (Medical Representative Authorization) so the Clearinghouse can discuss the case with them.

Processing Time and When Coverage Starts
The standard processing window is 45 calendar days. If a disability determination is needed, it extends to 90 days.
Coverage start dates depend on the tier:
- QMB starts the first day of the month after the approval notice — no retroactive coverage
- LMB and ELMB can be retroactive up to three months before the application month, if the applicant met all criteria during those months
When LMB or ELMB is approved retroactively, SSA stops the Part B premium deduction and sends a refund for premiums withheld during the retroactive period. That refund typically takes 60 to 90 days.
What Gets Approved Automatically
Every Kansas resident approved for QMB, LMB, or ELMB is automatically deemed eligible for Part D Extra Help (the Low-Income Subsidy). No separate SSA application needed. Weekly data feeds from KanCare to CMS trigger the subsidy, which eliminates or sharply reduces prescription drug copayments.
Under the 2026 Part D redesign, the coverage gap ("donut hole") no longer exists, and all Extra Help recipients get the full subsidy — zero plan deductible and nominal copayments only.
Kansas Has No State Pharmacy Assistance Program
Searches for Kansas prescription assistance sometimes surface references to "SeniorCare." That is Wisconsin's program. Kansas does not operate a general SPAP. Prescription cost help for Kansas Medicare beneficiaries comes through Extra Help, which is automatically activated by MSP enrollment.
Estate Recovery Does Not Apply
A persistent fear: "If my parent signs up for KanCare, the state will take the house." That applies to long-term care Medicaid (nursing homes, HCBS waivers) — not to the Medicare Savings Programs. Under federal law, QMB, LMB, and ELMB benefits are exempt from estate recovery. Kansas cannot recoup premiums or cost-sharing it paid on the beneficiary's behalf.
The resource limits also exclude the primary home, so it does not count against the $9,950 cap.
What Comes Next
The application itself is one piece. Knowing which documents to gather, how to handle a Clearinghouse evidence request, what to do if coverage is denied, and how to navigate renewal paperwork takes more preparation. The Kansas Medicare Savings Programs & Extra Help Guide walks through each step with Kansas-specific forms, income worksheets, and a 33-day appeals timeline.
