How to Apply for the Medicare Savings Program in New Mexico
Before You Start: What You Need
Gather these documents before opening the application:
- Medicare card (the red, white, and blue card) or your SSA entitlement letter
- Social Security award letter showing gross monthly benefit amount
- Pension statements if your parent receives a government or private pension
- Proof of New Mexico residency — a utility bill, lease agreement, or mortgage statement with a NM address
- Photo ID — driver's license, state ID, or passport
You do not need bank statements for a Medicare Savings Program application. New Mexico eliminated the asset test in 2021. The HCA-100 form asks about assets, but those sections apply to other programs on the same form — MSP caseworkers disregard them.
The YesNM Portal (Online Application)
The fastest route is through the state's benefits portal at yes.nm.gov:
- Create an account with an email address and password
- Start a new application and select medical assistance
- Complete the sections on identity, residency, household composition, and income
- Upload verification documents — the portal accepts photos from a phone camera
- Submit and note your confirmation number
The portal links directly to the Health Care Authority's ASPEN eligibility system. You can track your application status, view notices, and upload additional documents if the caseworker requests them.
One practical warning: the automated back-end system compares your reported income against state and federal databases. If there's any discrepancy — even a rounding difference between what you entered and what SSA's records show — it can trigger a manual caseworker review without telling you why the application is sitting in pending status. Using exact figures from official award letters prevents this.
Form HCA-100 (Paper Application)
The paper route uses Form HCA-100, a 32-page multi-program application that covers Medicare Savings Programs alongside SNAP, TANF, and full Medicaid. It's available for download at yes.nm.gov.
For an MSP-only application, most of the form's sections are irrelevant. The critical parts are personal information, Medicare enrollment status, household composition, and income. Asset questions, employment history details, and childcare sections can be left blank.
Mail the completed form to:
Income Support Division
P.O. Box 2348
Santa Fe, NM 87504
You can also fax it or hand-deliver it to any county ISD field office. The state still accepts forms printed with the old "Human Services Department" branding — the HSD-to-HCA name change hasn't invalidated older forms.

Applying by Phone
Call the Consolidated Customer Service Center at 1-800-283-4465 (Monday–Friday, 7:00 AM – 6:30 PM Mountain Time). A representative can take your application over the phone and tell you which documents to submit.
Applying as an Authorized Representative
Adult children helping from out of state can manage the entire process remotely. Download the HCA Authorized Representative Designation Form, have your parent sign it, and submit it with the application. This authorizes you to file paperwork, discuss case details with ISD staff, receive correspondence, and represent your parent at hearings if needed.
Spanish-language forms are available through the portal ("Ver y Descargar Español"), and HCA provides translation assistance and TTY services (dial 711).
Processing Timeline
The standard processing window for non-disability MSP applications is 45 days. You'll receive a Notice of Case Action with the decision — either through the YesNM portal or by mail.
If approved for QMB, coverage starts the first of the following month. SLMB and QI coverage can be retroactive up to three calendar months before the application month.
If Your Application Gets Stuck
If 45 days pass without a decision, call the CCSC at 1-800-283-4465 and ask for a status update. Free help is also available through NM SHIP counselors at the Aging and Disability Resource Center (1-800-432-2080), who can intervene with ISD on your behalf.
The New Mexico Medicare Savings Programs & Extra Help Guide includes a field-by-field map of the HCA-100 form showing exactly which sections to complete and which to skip, plus document formatting tips for clean portal uploads.
