Home Care Services Nova Scotia: Fees, Income Testing, and Eligibility
Your parent wants to stay home as long as possible. So does the provincial government — home care costs a fraction of nursing home placement. But navigating which services are free, which are income-tested, and how to actually get them started involves a process most families do not discover until a hospital discharge forces the issue.
How to Access Home Care
Every publicly funded home care service in Nova Scotia starts with a single phone call to the Continuing Care intake line at 1-800-225-7225. You cannot contact home care agencies directly for publicly funded services. The intake coordinator assigns a Care Coordinator who visits your parent and completes a standardized clinical assessment.
What Is Free vs. What Is Income-Tested
Nova Scotia divides home care into two categories with very different billing rules:
Free for everyone (no income test):
- Professional home nursing (wound care, injections, IV therapy)
- Palliative and end-of-life support
- Acute-care follow-up nursing after hospital discharge
Income-tested (fee categories A through F):
- Home support: meal preparation, bathing, dressing, toileting assistance, routine housework
- Home oxygen equipment and supplies
The distinction matters financially. A parent receiving nursing visits for wound care after surgery pays nothing. The same parent needing daily help with bathing and meals pays based on their income category.
The Six Income Categories
Fees are assigned based on annual net household income and family size:

Category A is fully subsidized — all home support and home oxygen at zero cost. Larger households shift down one or two categories at the same income level, which means a couple earning $35,000 falls into Category A (free) even though a single person at that income pays Category B rates.
Monthly caps mean costs are predictable. Even at Category F, the maximum possible monthly bill is $622.50 regardless of how many hours of service your parent receives.

Home Oxygen Fees
If your parent uses home oxygen, the fee is assessed first before any home support charges. The combined total of oxygen and home support charges cannot exceed the monthly cap for their assigned category.
Hours and Service Limits
The Care Coordinator determines the number of authorized weekly hours based on your parent's MAPLe assessment score and care needs. This is not a request — you cannot simply ask for more hours. If your parent's condition changes, request a reassessment through Continuing Care.
When Home Care Is No Longer Enough
If the Care Coordinator determines home care cannot safely meet your parent's needs, they will initiate the transition to long-term care placement. For parents in home care Category A with high functional impairment (MAPLe 5 or MAPLe 4 with elevated ADL/cognitive scores), the caregiver may also qualify for the provincial Caregiver Benefit of $400/month.
