The PPL Transition: What Happened and Where Things Stand
Since April 2025, all Consumer Directed Personal Assistance Program (CDPAP) enrollment and payroll in New York runs through a single statewide fiscal intermediary: Public Partnerships LLC (PPL). Before the transition, over 700 local fiscal intermediaries managed CDPAP across the state. The consolidation was meant to reduce fraud and streamline operations. In practice, the rollout has been turbulent.
A federal court granted preliminary approval in July 2026 to a $162 million class-action settlement in Calderon v. Public Partnerships, LLC, addressing allegations of widespread caregiver payment delays and wage theft. The DOJ filed a separate federal lawsuit against PPL and two DOH officials alleging procurement fraud and misrepresentation of administrative readiness. Caregivers reported call center hold times exceeding two hours, high call abandonment rates, and multi-week payroll gaps.
None of this means CDPAP itself is failing — the program remains a Medicaid entitlement with no waitlist. But the administrative infrastructure demands patience, documentation, and a clear understanding of each compliance step.
The PPL Web Portal
The PPL web portal is where consumers and caregivers manage their CDPAP enrollment, submit timesheets, and track payroll. After enrollment approval, both the consumer (or their designated representative) and the personal assistant (caregiver) receive portal login credentials.
Through the portal you can:
- View caregiver enrollment status and compliance checklist progress
- Check timesheet submission history and payment dates
- Upload required documents (health screenings, training certificates, I-9 forms)
- Update contact information and direct deposit details
The portal's interface has improved since the initial launch but remains unintuitive. Document receipt may not be immediate. Take screenshots of every upload and note the date so you can prove submission if PPL later asks you to resubmit a document.
Time4Care: The Mandatory Timekeeping App
As of July 20, 2026, all CDPAP personal assistants must record their hours using the Time4Care mobile app or the telephony (phone call) system. Paper timesheets are allowed only by an approved exception, such as religious belief or unreliable service.
Time4Care app setup: Download from the App Store or Google Play. The caregiver logs in with their PPL-assigned credentials, clocks in at the start of each shift, and clocks out at the end. The app uses GPS location verification — the caregiver must be physically at or near the consumer's address when clocking in. If the GPS check fails (common in apartment buildings with poor cell signal), the app offers a telephony fallback: the caregiver calls a toll-free number and enters their ID and the consumer's ID to record the shift.
Common issues: The app occasionally fails to sync timesheets, showing shifts as "pending" for days. If a timesheet remains pending past the payroll cutoff, the caregiver misses that pay cycle and the hours roll to the next one. Check the portal regularly to confirm submitted timesheets show "approved" status.
Telephony backup: For caregivers without smartphones or in areas with unreliable mobile data, the phone-based system works identically — call in, enter IDs, confirm shift times. It is an approved alternative to app-based entry; paper timesheets require an approved exception.

Nevvon Training Requirements
Every CDPAP personal assistant must complete compliance training through Nevvon, PPL's contracted online training platform. The training covers workplace safety, infection control, emergency procedures, and CDPAP program rules.
Personal assistants who were active in 2025 had to complete the Nevvon training by March 31, 2026. A personal assistant who starts with PPL in 2026 must complete the required training within 90 days of the PPL start date. Follow PPL's instructions for the deadline that applies to your start date.
Mark the applicable deadline on your calendar and keep proof of completion.
Health Screening Requirements
Before beginning work, every CDPAP personal assistant must pass a pre-employment health screening. The screening includes:
- Physical examination or Personal Services Health Assessment
- MMR vaccination or immunity documentation
- Tuberculosis (TB) screening, such as PPD or QuantiFERON testing, or a TB risk assessment as directed
- Drug screening
PPL directs caregivers to Mobile Health or The IMA Group for these screenings. A caregiver may use their own provider at their own expense if PPL accepts the documentation; confirm the current instructions before booking.
After the initial screening, PPL requires an annual Personal Services Health Assessment and TB screening. If the annual requirements lapse, PPL may place a hold on the personal assistant's status or time submission until the records are current.
