California Medi-Cal Asset Limit 2026: What Medicare Savings Applicants Need to Know
The Asset Limits Are Back — But They're Higher Than You Think
California eliminated asset limits for Non-MAGI Medi-Cal programs in 2024. Many families assumed that change was permanent. It wasn't.
Effective January 1, 2026, Assembly Bill 116 reinstated asset testing for all Non-MAGI Medi-Cal programs, including every tier of the Medicare Savings Programs (QMB, SLMB, QI, QDWI). The new limits, set by ACWDL 25-14, are:
- Individual: $130,000
- Couple: $195,000 ($130,000 base + $65,000 for the second person)
- Each additional household member: +$65,000
These are dramatically higher than the old federal floors ($9,430 single / $14,130 couple) or the legacy SSI-era $2,000 limit. Most applicants pass comfortably, but the test exists and county workers will check.
What Counts as an Asset
The county evaluates liquid, countable resources. Here's how the major categories break down:
Countable (adds toward the $130K/$195K limit):
- Bank accounts — checking, savings, CDs, money market
- Stocks, bonds, and mutual fund balances
- Cash on hand
- Non-exempt life insurance cash surrender values
Fully exempt (never counted):
- Primary residence — your parent's home is 100% excluded regardless of value, as long as they (or their spouse) live in it
- One vehicle used for transportation
- Burial plots, vaults, and crypts for the applicant, spouse, or immediate family
- Irrevocable preneed burial contracts (no dollar limit)
- Revocable burial funds up to $1,500 per person
- Life insurance policies with total face value of $1,500 or less per person
- Retirement accounts (IRA, 401(k), Keogh) — exempt if periodic distributions are being taken (the distributions count as income instead)
No Transfer Penalties for MSP Applications
Here's a critical distinction: the 30-month asset transfer lookback period that California reinstated in 2026 for nursing home Medi-Cal does not apply to Medicare Savings Program applications. County eligibility workers cannot request lookback records, penalize gift-giving, or impose transfer-of-asset penalties for QMB, SLMB, or QI applications.
This matters for families worried about past financial moves. A parent who gave $20,000 to a grandchild last year faces no penalty on their MSP application — that scrutiny applies only to institutional (nursing home) Medi-Cal.

How the County Checks Assets
When your parent applies, the county uses electronic data matching through the Income and Eligibility Verification System (IEVS) and SSA data feeds to verify income. Self-attestation is accepted at intake when electronic databases confirm the numbers.
Proof of liquid accounts over $130,000 may trigger Form MC 355 (Request for Information), giving 30 calendar days to provide bank statements or other documentation.
For existing MSP recipients enrolled before January 1, 2026, asset verification happens during their first annual ex parte review or renewal cycle in 2026 — not immediately. Your parent won't lose benefits overnight if they were already enrolled under the asset-free period.
Outdated Information Is Everywhere
Online articles published in 2024 and early 2025 still claim California permanently eliminated asset limits. That guidance is wrong for 2026. Any resource that says "California no longer has an asset test for Medi-Cal" without mentioning the 2026 reinstatement is outdated.
