Attendance Allowance Northern Ireland: Rates, Eligibility, and How to Claim in 2026

Your parent has dementia and needs help with personal care — getting dressed, managing medications, supervision to prevent falls or wandering. Attendance Allowance is a non-means-tested benefit paid to people aged 65 or over who need regular help or supervision because of a physical or mental disability. For families managing dementia in Northern Ireland, it is one of the most important benefits to claim early.

2026/27 Rates

Attendance Allowance is paid at two rates:

Most people with moderate-to-advanced dementia qualify for the higher rate. Night-time supervision — checking they have not wandered, helping them back to bed, managing confusion or agitation — counts as night-time care needs.

Attendance Allowance is tax-free and is not affected by savings or income. Your parent does not need to have someone actually providing the care — the benefit is based on the need for care, not whether someone is currently delivering it.

How to Claim

Claims are made through the Department for Communities in Northern Ireland. The application form (AA1) asks detailed questions about your parent's care needs: what help they need, how often, and what happens if they do not receive it.

For dementia, describe specific situations: Do they leave the stove on? Forget to take medications? Become confused at night and try to leave the house? Have they fallen? The assessors are looking for concrete examples of what supervision or assistance is needed, not a medical summary of the condition.

A claim can be backdated to the date of the initial phone enquiry, so call the Attendance Allowance helpline before completing the form.

The "Make the Call" service, run by the Department for Communities, can check whether your parent is entitled to Attendance Allowance and other benefits. A single call can identify unclaimed entitlements that collectively make a significant financial difference.

What Happens When a Parent Enters a Care Home

If your parent moves into a care home funded by the Trust (not self-funding), Attendance Allowance stops after 28 days. This is the rule that catches families off guard: the benefit disappears precisely when care costs are highest.

If your parent is a self-funder paying their own care home fees, Attendance Allowance continues indefinitely. This means it can offset a portion of the weekly bill.

The interaction with the means test matters too. The Trust's financial assessment assumes your parent is claiming all benefits they are entitled to. If they are not receiving Attendance Allowance when they should be, the means test effectively penalises them — the Trust calculates contributions as if the benefit were being received.

Why It Matters for Carer's Allowance Too

Your parent receiving Attendance Allowance is one of the qualifying conditions for a family member to claim Carer's Allowance (£86.45 per week). Without Attendance Allowance in payment, the carer cannot claim. So a delay in applying for Attendance Allowance can cascade into a delay in the carer's own benefit.
