Newfoundland and Labrador's Medical Care Plan (MCP) covers physician visits and hospital care, but it does not cover outpatient prescriptions, dental care, medical supplies, or mobility aids. These gaps can cost seniors hundreds of dollars per month — especially those with chronic conditions requiring multiple medications. Here is what is available to fill those gaps.

Newfoundland and Labrador Prescription Drug Program (NLPDP)

The NLPDP provides drug coverage through five distinct pathways. The two most relevant for seniors:

The 65+ Plan: Seniors who receive the federal GIS automatically qualify. Seniors who do not receive GIS may still qualify if they meet specific net income criteria. This plan covers eligible prescription medications with a co-payment.

The Access Plan: For low-income individuals and families of any age. Covers eligible prescriptions for those who meet income thresholds and have no private drug coverage.

Both plans have a provincial formulary — a list of approved medications. Brand-name drugs may not be covered when a generic equivalent exists. If your parent requires a non-formulary medication, the prescribing physician can submit a special authorization request.

Special Assistance Program (SAP)

The SAP covers medical supplies and equipment that MCP does not:

  • Incontinence products (dressings, catheters, adult briefs)
  • Home oxygen equipment and supplies
  • Mobility aids (wheelchairs, walkers, canes)
  • Medical devices and specialized equipment

Eligibility is tied to the income-based financial assessment. Seniors with a $0 client contribution or verified low-income status qualify. The program is administered through the Department of Health and Community Services.

For community-dwelling seniors managing multiple chronic conditions, the SAP can offset hundreds of dollars per month in out-of-pocket supply costs.

Dental Coverage

Provincial dental coverage for seniors is limited. MCP does not include routine dental care. However, certain programs provide partial coverage:

  • Seniors receiving social assistance may qualify for basic dental services through the income support program
  • The NLPDP Access Plan covers some dental services for qualifying low-income individuals
  • Some personal care homes include basic dental hygiene in their care packages

For most seniors, dental care remains an out-of-pocket expense or requires supplementary private insurance.

Ambulance and Medical Transportation

Ambulance services carry a standard co-payment of $115 for MCP-insured patients. For non-MCP patients, the fee is $240 plus $1.84 per kilometer round-trip.

Rural seniors face particular challenges. For Labradoreans, the province maintains a $19 million program covering 100% of eligible medical travel costs. Coastal Labrador seniors aged 65+ also receive an annual $500 Food and Heating Supplement, distributed automatically based on tax filings.

For rural Newfoundland seniors outside Labrador, medical travel to specialist appointments in St. John's or larger centers must typically be covered out-of-pocket, though some federal tax credits may apply to medical travel expenses.

Veterans' Benefits

Veterans who served in the Canadian Armed Forces may qualify for benefits through Veterans Affairs Canada that operate independently of the provincial system. VAC can cover prescription drugs, dental care, mobility aids, and even the full cost of long-term care for eligible veterans.

If your parent is a veteran, contact VAC before exhausting provincial programs — federal veterans' benefits are often more comprehensive.
