The Three Rate Caps

$113.00/day — Regulated Nursing Homes (Level 3–4) This is the maximum room-and-board charge any licensed nursing home in New Brunswick can levy. It's set by the province under the Nursing Homes Act and applies uniformly — no nursing home can charge above it. At 30.44 days per month, that's roughly $3,437 monthly at maximum. Clinical care is covered entirely by the province on top of this rate.

For subsidized residents, you won't pay the full $113/day. Your co-payment is calculated through the Standard Family Contribution scale based on your parent's net income. The province covers the gap between your assessed co-payment and the $113 rate. The critical point: no operator surcharge is permitted. What you see in the financial assessment is what you pay.

$128.38/day — Special Care Homes (Level 1–2) This is not a rate cap on operators — it's the maximum the Department of Social Development will pay as its daily subsidy for Special Care Home placements. The distinction matters enormously.

Special Care Home operators set their own rates. If a home charges $128.38/day or less, the provincial subsidy covers the full operator fee (minus your co-payment). If the operator charges $165/day, the province still pays only up to $128.38, and your family absorbs the $36.62 daily surcharge — approximately $1,114/month — entirely out of pocket and with no subsidy offset.

$207.59/day — Memory Care Homes (Level 3B) Same structure as Special Care, different cap. The province pays up to $207.59/day for Memory Care placements, but operators are free to charge above it. The surcharge dynamic is identical: anything the operator charges beyond $207.59 falls to the family.

Why the Distinction Matters for Your Budget

Families planning for nursing home care (Level 3–4) can budget with relative precision — the regulated cap means no hidden costs. Your total monthly exposure is your assessed co-payment from the financial needs assessment, full stop.

Families looking at Special Care or Memory Care face two cost layers:

  1. The co-payment: calculated by the financial needs assessor based on your parent's income
  2. The operator surcharge: the daily difference between the operator's private rate and the provincial subsidy ceiling

Layer two is invisible during the financial assessment process. The Department of Social Development assesses your co-payment without reference to specific facilities. You only learn the surcharge after you've chosen a particular home and seen its rate sheet.

How to Compare Facilities on Total Cost

Before committing to any Special Care or Memory Care Home:

  1. Request the facility's current daily rate in writing
  2. Ask whether the rate has been increased in the past 12 months, and by how much
  3. Ask about the facility's rate-increase policy — some operators adjust annually, others more frequently
  4. Calculate: (daily rate − subsidy cap) × 30.44 = monthly surcharge
  5. Add your assessed co-payment for total monthly cost

Some operators deliberately price at or just below the subsidy cap to attract subsidized residents. Others position as premium facilities with rates substantially above the cap.
