You spend 20+ hours a week bathing, feeding, and driving your parent to appointments — and Manitoba will pay you $1,400 a year for it. The Primary Caregiver Tax Credit (PCTC) is one of the most valuable and most overlooked benefits for family caregivers in the province.

The catch: most families don't know it exists, and those who do often fail the documentation requirements that CRA enforces during audits.

Who Qualifies

The PCTC is available to Manitoba residents who provide unpaid personal care to a family member assessed at Level 2 or higher under the provincial Home Care Program. That assessment comes from the regional health authority (WRHA, PMH, NHR, or other RHA) and measures cognitive and physical needs.

To qualify you must:

  • Be the designated primary caregiver for a person assessed at Level 2+ by the RHA
  • Provide care for at least 90 consecutive days in the tax year
  • Not receive payment for the caregiving (family members hired through Self and Family Managed Care are excluded)
  • Be a Manitoba resident filing a provincial tax return

The person receiving care does not need to live with you, though the care must be regular and documented.

The Log Sheet Requirement

This is where most claims fall apart during a CRA audit. Manitoba requires caregivers to maintain a continuous caregiver log documenting the care provided throughout the qualifying period.

Your log should record:

  • Date and time of each caregiving session
  • Type of care provided (bathing, meal preparation, medication management, transportation to appointments, mobility assistance)
  • Duration of each session
  • Any incidents, changes in condition, or medical appointments attended

The RHA does not provide a standardized log template — families need to create and maintain their own. A simple daily notebook or spreadsheet works, but it must be contemporaneous (written at the time of care, not reconstructed months later at tax time).

How to Claim It

The PCTC is a refundable provincial tax credit, meaning you receive the full $1,400 even if you owe no provincial tax. It's claimed on your Manitoba provincial tax return using form MB479.

Steps to claim:

  1. Confirm your parent's Home Care assessment is Level 2 or higher (call your RHA case coordinator if unsure)
  2. Maintain your caregiver log for the full 90-day qualifying period
  3. File your Manitoba tax return and complete the PCTC section on MB479
  4. Keep your log, the RHA assessment confirmation, and any correspondence for six years in case of a CRA review

If multiple family members share caregiving duties, only one person can claim the credit per care recipient per year. Families should designate a single primary caregiver for the claim.

Other Tax Benefits Worth Stacking

The PCTC is just one piece. Manitoba caregivers may also qualify for:

  • Medical Expense Tax Credit (METC): PCH residential charges and out-of-pocket medical costs qualify as eligible medical expenses on your federal return
  • Home Accessibility Tax Credit (HATC): Up to $10,000 in home renovation costs for safety and mobility improvements
  • Canada Caregiver Credit (CCC): A federal non-refundable credit for supporting a dependent with a physical or mental impairment
  • Disability Tax Credit (DTC): If your parent qualifies, this federal credit can be transferred to a supporting family member

These credits can be combined — a Manitoba caregiver supporting a parent at home could claim the PCTC, CCC, and METC in the same tax year.
