Your parent wants to stay home. Most seniors do. Yukon's territorial government has structured its continuing care system around this preference — the Aging in Place Action Plan explicitly prioritizes keeping seniors in their homes and communities as long as safely possible.

But "as long as safely possible" is the key phrase. Here's what's available and where the limits are.

Free Home Care Services

The publicly funded Home Care Program covers nursing, personal care, physiotherapy, occupational therapy, speech-language pathology, respite, and care coordination — all at no cost for residents with a valid YHCIP card.

No physician referral is required. A Care Coordinator assesses your parent at home and builds a care plan tailored to their needs.

Home Modifications Through the Housing Corporation

The Yukon Housing Corporation offers programs to help seniors modify their homes for safety and accessibility. This can include:

  • Grab bars and handrails in bathrooms and stairways
  • Ramp installation for wheelchair or walker access
  • Widening doorways for mobility equipment
  • Improved lighting in fall-risk areas

Contact the Yukon Housing Corporation directly to ask about eligibility and available funding for home modifications.

The Pioneer Utility Grant

Yukon winters are long and heating costs are real. The Pioneer Utility Grant (PUG) provides financial assistance to eligible low-income seniors who own or rent their residence.

Applications are submitted through the Yukon Housing Corporation. Eligibility is income-tested, and the grant amount helps offset home heating costs — a critical factor in whether an elder can afford to stay in their own home through the winter.

The Home and Yard Maintenance Program

Run by the Yukon Council on Aging, this program sends workers to help seniors with seasonal outdoor maintenance — snow shovelling, lawn care, gutter cleaning, and minor home repairs.

Workers are paid a minimum of $30/hour through the program. Contact the Yukon Council on Aging at 867-668-3383 (office hours 9:00 AM to 1:00 PM) to arrange services.

Meal Delivery

Nutrition is often one of the first things to slip when a parent lives alone. Options vary by location:

  • Whitehorse: Meals on Wheels delivers hot meals to homebound seniors
  • First Nations communities: Kwanlin Dün First Nation operates a home-delivered meal program for registered status Elders

Your Care Coordinator can help identify meal delivery options in your parent's area.

Warning Signs That Home Isn't Working

Aging in place works until it doesn't. Watch for:

  • Repeated falls, especially overnight or when no one is present
  • Weight loss or an empty fridge suggesting meal preparation has stopped
  • Wandering outside the home, particularly in Yukon's extreme winter conditions
  • Medication mismanagement — missed doses, double doses, confusion about prescriptions
  • Social isolation leading to depression or cognitive decline
  • Increasing reliance on emergency services for non-emergency situations

When these signs accumulate, it's time to talk to the Care Coordinator about reassessing the care plan — which may mean more home support hours, a move to supportive housing at Normandy Living, or a referral to the long-term care waitlist.
